The book containing information about the Witch's Rest Ritual had always been in the mansion's library, yet Meruru never knew about it. Furthermore, in the first two playthroughs, the book was respectively...Hosho MargoDeciphered by one person alone or by everyone except Shiro Nikaido within a time frame extremely short compared to Meruru's lifespan. Thus, a problem arises: how could Meruru have lived so long and not known about this at all? This question left many players confused, leading to a currently popular theory: Meruru Hyogami actually cannot read Witch Script at all.[3]. Combined with Meruru's various unlikable actions in the story after her identity as the mastermind was revealed, this theory gradually became a running joke used by players to tease Meruru.
However, this theory actually conflicts with several facts already present in the game:
The most important and direct fact is that the most crucial condition of the Witch's Rest Ritual, "universal witchification," is never explicitly stated to be written in the book throughout the entire game.
The only deciphered content is briefly mentioned at the end of the second playthrough:
"Regarding the method of summoning the Great Witch. It is known that thirteen witches are required to hold a ritual at the same location. The thirteen witches must focus their strong will toward the ritual sword. In this way, the Great Witch will descend among us in the flesh." — Message from Mag.
The "all members becoming witches" condition was actually first mentioned as a conjecture in Sherry's later message. Regarding this, Shiro in the third playthrough speculated that as apprentice witches, their magic power was insufficient to activate the ritual. Therefore, what she must do now is raise everyone's magic power to a level sufficient to activate the ritual, which means turning the remaining girls into witches.
However, it is also undeniable that Melulu's actions did, more or less, end up becoming a stumbling block that hindered her from seeing the Great Witch. After misunderstanding the Great Witch's words "hidden among humans," her path to finding the Great Witch was destined to be a bumpy one.
